The letter addressed here to the Minister of Health, Ms. G. Grillo, is also addressed to the President of the Council of Ministers, Mr. G. Conte and to all the ministers of his government. All have already been contacted repeatedly, in vain, however, for now their silence and inaction make them complicit in the crimes perpetrated against me.

I respectfully request from you and your Ministry an explanation for the very serious lack of response from the Cosenza College of Doctors and Physicians to my complaint against the criminal and incompetent Dr. Francesco Curcio. (Attachment 1)
You and your Ministry are already aware of the facts listed in my certified email of August 27, 2018 (Attachment 2). Dr. Rossana Ugenti already knows that I did not received any reply despite various interventions by the Ministry, including that of Dr. Cristina Rinaldi (Attachment 3). Lately while visiting Calabria, as Minister of Health, you have been able to witness the state of pitiful squalor, the deplorable level of management and many other evidences of sheer incompetence, all aggravated by a widespread clientelism and mafia corruption of the health system in this Region. I would almost be tempted to mention my analysis of the subject. (1)
In the case that concerns me specifically, there remains the monstrous complicity of the misguided Italian security services, which are now trying to forge a cover-up in order to hide their own criminal incompetence and general corruption. This explains why the institutions do not answer to the citizens’ legitimate requests, nor to the requests make by the Ministry – namely by Dr. Rinaldi and Dr. Ugenti – or to those presented by a Member of the Parliament of the Italian Republic such as the Honorable Sapia (Attachments 4 and 5)
All this is unacceptable and it is certain that I will not accept it. I have already underlined the fact that I, Professor De Marco, with a reputation so far immaculate, I will never allow this police-mafia scoundrels to soil my family surname and my reputation. My complaints concern very serious facts in themselves but also, and perhaps above all, because of the widespread criminal institutional complicity of which I am the victim. The President of the Council of Ministers, Mr. Conte as well as all the other Ministers concerned, Justice, Defense and Interior Ministers, have already been informed on various occasions via certified emails. How can a prosecutor’s office worthy of the name close such a very serious case without the least investigation and ignoring the proofs sequestrated by the Carabinieri themselves ? What is the Copasir for?

I request the immediate expulsion and radiation of Dr. Francesco Curcio from the FNOMCeO and from the Mental Health Center of San Giovanni in Fiore (CS) for his very serious criminal lack of ethics, and for his false and defamatory accusations against me. These were all motivated by his complicity with the criminal Commander of the Carabinieri Pantano in an attempt to forge a cover-up. I note that my request for Access to the Documents submitted on July 13, 2017 was disregarded beyond the legal 30 days waiting time. The copy of the Documents was finally delivered to me on August 17, 2017 but only because of my many requests, both in person and by email.
This Dr. Curcio, without ever having met me before, dared, in complicity with the former commander of the Carabinieri of San Giovanni in Fiore, Pantano, to write a diagnosis of paranoid tendencies in my regard. He did so with the sole objective to forge a pretext for the closing of the investigation regarding the repeated violations of my home – during almost all my absences – and other crimes related to these violations. Among these are the sustained and merciless attempt to intimidate me with criminal mafia-police manipulations – in Calabria, of all places! – involving the staining of bath towels with red paint, the alteration of food and drinks to produce the so-called « boiling body effect », the refusal to send patrols of carabinieri on the spot to quickly proceed with the necessary investigations and the threats addressed to me if I continued to complain, etc. The clearest proof of the crimes committed by this Curcio and by his acolytes lies in the fact that the investigation was actually re-activated on May 17, 2017 and is now underway, although it seems that the Judiciary and the Carabinieri are still trying to hide all my initial complaints. (See the list below)
This serious defamatory crime perpetrated by this Curcio took place on November 30, 2015 during a meeting that I had myself requested from the Commander Pantano in order to understand why, after all my complaints, the violations of my home continued in all impunity. Instead of providing the necessary explanations, the criminal Pantano imagined an unworthy stratagem: as I confidently went to the appointment he had arranged for the presence of Curcio in his office without telling me in advance. After listening to me, Pantano denied the violations of my home and turned to Curcio, who immediately exclaimed : « He is anxious, he needs a pill, he needs a pill ». I thus turned toward this unknown Curcio telling him that I did not know who he was and why he was present at this meeting and therefore asked him firmly not to interfere. I then turned to the commander Pantano and explained to him that in no way he could refuse to do the necessary investigations nor to accept the proofs which I had brought along, namely a bath towel stained with red paint and a sample of Vecchia Romagna altered to produce the so-called « boiling body effect ».
The commander Pantano then dared to threatened me if I ever complaint again saying that he could request the intervention of the Commission to have me examined. I, as a law abiding citizen and as a Professor, firmly rejected these criminal threats and warned the commander to the consequences of his unacceptable behavior. The meeting ended with the acceptance of the proofs by the commander Pantano, who however told me to return the next day. The next day, only Curcio was present and nothing happened. I was convinced that the matter had ended there and that my proofs would be examined and the investigations finally carried out, as required by law. Instead, today I have come to realise that this meeting of November 30, 2015 one served to provide Curcio and Pantano with a pretext to fabricate a groundless and defamatory diagnosis against me, just to close the investigation.
This criminal cover-up did not end there. On February 14, 2017, Crucio, accompanied by the male nurse G. Audia, knocked at my door without being invited and without an appointment. He did so on the pretext of congratulating me on my work, in his opinion “commendable”, in favor of the many unemployed in my city. Entering my house, he then asked me: « How could I help you ? » . At this point, having recognized him, I asked him, together with Mr. Audia, to write their names on a piece of paper and to leave my house immediately. As they were leaving, I pointed out to this Curcio that his behavior during the meeting at the Carabinieri station on November 30, 2015 was utterly unacceptable and constituted an unforgivable violation of medical deontology. Today I know that, in reality, his criminal behavior was intentional. (See attachment) His alleged diagnosis of February 14, 2017, besides being untruthful and without basis, represents a vile criminal attempt to cover up his crime of November 30, 2015. No one ever legally authorized this alleged « home visit ». The letter of the Digos dated February 13, 2017 participates in this cover-up in the most grotesque and post hoc fashion possible.
Meanwhile, it is already clear that Curcio has never been authorized by any competent authority, apart from the criminal Pantano, to formulate his initial diagnosis of November 30, 2015. This conduct of his is, in and by itself, a sufficient reason to immediately exclude and radiate him from the profession due to his serious violation of deontology as well as his conscious complicity with a criminal and infamous attempt to forge a cover-up, aggravated by a gratuitous and unacceptable slander against me. I underline that I have so far an immaculate reputation as I have never been accused of any crime in any country, and that I have never undergone any analysis anywhere. My reputation must therefore be restored immediately.
Violations of the domicile and break-ins are a matter for the judiciary and for the Carabinieri, not for medicine. This Curcio did not even wait for the end of the investigation to offer his unlawful opinion. Yet, he has the nerve to speak of « conspiracy theory ». Therefore, we are also entitled to ask ourselves how many families will have been destroyed with such an incompetent and criminal behavior.
For the rest, I note that despite the fact that these crimes against me have been perpetrated for almost 6 years, in Italy, I, as a law abiding citizen and as a Professor of a certain level in my disciplines, I have always shown a great serenity and an Olympian calmness. Despite these repeated and merciless harassment and infamies, as far as I am concerned I have tried to lead a peaceful and normal existence, continuing my readings and my researches, carrying out various study trips in Italy and Calabria as well as, for example, going on trekking excursions since I am a member of the CAI of San Giovanni in Fiore. In my modest way, I equally tried to be useful to my community. During all these horrible 6 years, I have always maintained an exemplary behavior, always trusting the police and the justice system of my Italian Republic. I belong to the people who firmly believe that justice always triumphs in the end.
I would like to underline the fact that if a person does exhibit psychological disorders, related to the violation of his domicile, and if the judiciary and certain doctors, instead of investigating, dismiss the case and aggravate it by defaming the person in question, then the crime is doubled, monstrously doubled. Patient associations may eventually testify.
The magistrate Dr. Cozzolino of the Cosenza Public Prosecutor Office will also have to demonstrate that the investigation is conducted according to the rules and in the respect of due process. In particular, the investigation will have to take into account the fact that I saw my young neighbor Pasquale Oliverio – probably a little informant paid by the police – leaving my home one day when I had been away for less than 10 minutes. He will have to proceed with the taking of fingerprints and other similar tests. He will have to proceed with the examination of the phone records of the alarm system which is programmed to call me on my cell-phone every time one inputs the command « exit » or « enter ». He will have to examine the obvious remote control of the two surveillance cameras used to cover the violations of my home with impunity, something which requires very high-level complicity. He will have to proceed with the analysis of stained bath towels and of the altered food and drinks, etc. He will also need to investigate the reasons which motivated these crimes. In addition, the magistrate Dr. Cozzolino, to be sure with the help of more competent people than the despicable Curcio, will also have to explain how my bath towels were stained, at least if he does not want to give to this repeated and documented fact an irrational explanation with the help of some misled accomplice form the Digos and the security services.
If once again, the Cosenza Public Prosecutor Office will not proceed with all the required investigations, and if these are not followed by the exemplary punishment of the criminals involved, be they highly placed or not, and by the moral and material damages due to me, including the immediate restoration of the my reputation, then this will constitute a grave dishonor for the Public Prosecutor Office and for the Italian Republic itself. At this point, I will have no other choice but to bring all this infamous affair to the knowledge of the public. As a matter of fact, in the contemporary context, one can perhaps understand that security services do carry out various investigations but this should never happen outside of what is constitutionally and legally permissible. Citizens cannot be harassed without reason and then, on top of it, be defamed to cover-up the deeds of the criminals perpetrating these crimes. As a law abiding citizen and as a Professor of a certain level, I firmly emphasize that this is and must remain an unbreachable red line. The authorities constitutionally empowered to guarantee the fundamental rights of citizens should never forget it.
I stress that I, Paolo De Marco, I am an Italian citizen, born in Italy, an holder of a BA, an MA and a doctoral education in International Relations – International Political Economy. I studied in France and Canada. I have been in the past an exemplary professor in my disciplines in a CEGEP in Montreal, Canada. I am a law abiding , peaceful and constructive citizen with, so far, an immaculate reputation that must remain unstained.
In June 2013, I returned to San Giovanni in Fiore (CS), the city where I was born and where I have lived since. Before deciding on my repatriation, I stayed in San Giovanni in Fiore (CS) for a few months in 2011 and 2012. In San Giovanni in Fiore, I live in the modest home of my grandparents at the address indicated above, an home that is very dear to me because it is the place where I was born.
I conclude by reminding everyone concerned that the denial of justice is the worst crime possible. It is a crime against the Constitution and against Human civilization.

Dear Minister G. Grillo,
I hereby renew my appeal of August 27, 2018 and I respectfully request your urgent intervention. I have also requested again from the Minister of Justice A. Bonafede an independent investigation into the unacceptable and incomprehensible behavior of the Cosenza Public Prosecutor Office. For now, it seems solely aimed at protecting the criminals who violated my home and altered my drinks and food with the cover provided by the criminal commander Pantano and his accomplice Dr. Curcio.
Here are the latest and most dramatic facts. They would never have occurred if the medical deontology had been minimally respected by the Cosenza College of Doctors and Physicians and if your Ministry had intervened with due speed. I repeat that Dr. Curcio’s illegal diagnostic, which is without any foundation, is a crime perpetrated with one and only one reason, namely to cover up the criminal acts committed against me, in Italy. (Attachment IV)
Probably to anticipate the intervention of the Ministry of Justice, the magistrate Cozzolino finally responded to my requests last September 3rd. The answer alludes to the filing of complaints against unknown persons. (Attachment 1) To avoid useless repetitions I reproduce here my answer to Dr. Cozzolino:
“This response does not concern at all my complaint dated 05-17-2017 and the subsequent additions or integrations, in particular the crucial 3rd Integration of August 22, 2017 and the various others, the last, the 5th Integration, having been formulated on April 20, 2018. (Attachment 3)
These are not complaints against unknown persons – i.e., as wrongly indicated by the code 44 appearing in your reply. Instead, they are very specific and nominal complaints against Pasquale Oliverio, a young neighbor of mine, and against the criminals Commander Pantano and his accomplice Dr. Curcio. I also note a confusion over the code of the procedure which, when written by your hand, appears as 3955/14 and then at the top of the document as 3955/17.
Furthermore, on Saturday September 8, 2018, I finally managed to check with the current shift commander of the Carabinieri of San Giovanni in Fiore a very serious fact: it turned out that the proofs – USB flash drive with the videos from the surveillance cameras, bath towels stained with red paint and Vecchia Romagna bottle – which were sequestrated by the Carabinieri on July 4, 2017, had not been transmitted to nor analyzed by the Public Prosecutor’s Office. Many other similar and irrefutable proofs are in my possession. No other investigation has ever been conducted on site – fingerprints, etc. The various integrations also document the continuation of the violations of my domicile between May 17, 2017 and November 18, 2017 and even later. This is the reason why I fail to understand your answer, which in any case arrived strangely after many other requests for information that had remained unanswered. (Attachment 1)
The new complaints mentioned here followed a meeting at the Prefecture of Cosenza on April 7, 2017 during which, in the presence of a well-known journalist from San Giovanni, Emiliano Morrone, I was granted the protection of the State. Previously there were also two parliamentary interrogations by the courageous young House Representative from Calabria, the Honorable Paolo Parentela. In fact, it turned out that, in a way which I considered highly criminal, my first complaints dating back to December 2014 and 2015 were closed and filed away without ever informing me. The only explanation possible is either a mistake or more likely a cover-up put in place with too many complicities.
I would like to prevent other such possible confusions. I therefore stress, after having consulted the Carabinieri, that their transmission code of my complaint of 05-17-2018 and of the various Integrations is the following: Prot. 45/18 – 2017. On this basis your Office can determine the code number of the criminal prosecution that specifically concerns these complaints and communicate it to me as soon as possible. Or, perhaps, I was given a false information and you are not in charge of this new criminal procedure. Whatever the case may be, I have the right to be informed.
As an Italian citizen, I insist on the need for strict compliance with « due process ». I emphasize again my request for the speedy intervention of the Public Prosecutor’s Office in re-establishing my reputation, now tarnished by the criminal Dr. Curcio and his commander Pantano. The consequences of that highly criminal behavior are manifold. It causes my inevitable and permanent exclusion of any professional and academic positions worthy of my training and of my unequalled scientific contributions. It causes an inevitable and infamous social exclusion.
The last and typical consequence dates back to September 7, 2018 when Dr. Nicoterra of the Cosenza ASP informed me by telephone of the denial of the permission to possess firearms. (Attachment 2) Here are the facts: Having found in the tool boxes of my late father a very old historical musket dating back to Napoleon’s time but no longer functional, I immediately went to inform the police. In order not to lose this precious family object, I then began the legal process necessary to obtain the authorization for the possession of firearms. I asked Dr. Nicoterra for a written reason for her refusal. Being a law abiding citizen with an immaculate reputation up to now, in addition to having been an exemplary Professor, I do not conceive how such a refusal could be explained apart from the criminal diagnosis without foundation written by the criminal Dr. Curcio but now in my medical chart. (Attachment 3) I humbly note that even though I am a victim of these hideous and vile harassment and manipulations worthy of demented Philip Zimbardo for over 6 years, in Italy, I, Paolo De Marco, have never lacked courtesy to anyone, never threatened anyone, instead I have always kept my confidence in the justice system of my country.
The Cosenza Public Prosecutor’s Office as well as the authorities of the Republic empowered to guarantee the fundamental rights and the security of the citizens, must understand that the reputation of a law abiding citizen like me cannot be stained solely to cover domestic and foreign scoundrels and criminals guilty of the violations of my domicile and of the persistent cover-up. I stress again the protection of the State offered to me by the Prefecture. »
Madame Minister Grillo, you will have understood the extreme gravity of the situation. Given the dramatic and unjust consequences of the criminal diagnostic written in flagrant violation of the medical deontology by the vile Dr. Curcio, I renew my appeal to the Ministry of Health to ensure that the Cosenza Medical College of Doctors and Physicians be not allowed to ignore my request for the immediate exclusion and radiation of the criminal Curcio from the profession. (Attachment 4).
Meanwhile, you and the Minister of Justice cannot allow justice to be trampled upon . You cannot allow the reputation of a law abiding citizen like me to be irreparably stained with a diagnostic illegally proposed by two criminal accomplices who dared threatened me within the station of the Carabinieri of my native City. The criminal Pantano threatened to appeal to the Commission for a medical examination if I continued to make complaints! Meanwhile, without any authorization from the aforementioned Commission, and without my knowledge, this Pantano and his accomplice Curcio did not hesitate to illegally fabricate an infamous diagnostic – of paranoia – solely aimed at allowing the filing away of my complaints without proceeding to the slightest investigation. This is a very serious crime that cannot go unpunished. I do not believe that my Italian Republic has already turned into a totalitarian regime.
I therefore request you firm intervention in the case. Please inform me of your decision as soon as possible.

Since 2013 Prof. Paolo De Marco, formerly Professor of Relations international and international political economy in Canada, returned to San Giovanni in Fiore (Cs), his native city in which he resides today.
In the attached parliamentary interrogation with written answer no. 4-14927 of December 6, 2016, signed by my colleague MP Parentela, the professor here mentioned is defined as « particularly active in criticizing the dominant capitalist system », especially on the web, and a summary is provided of the history of the repeated violations of his domicile, together with a request to the Ministers of the Interior and of Justice for any initiatives of their competence « to protect the safety and security of the aforementioned professor », also known in San Giovanni in Fiore – and beyond – for his proximity to a group of hundreds of unemployed who in February 2016 peacefully occupied the town hall asking for work, the right to work being the foundation of the Republic according to the Constitution. He is therefore a personality with a manifest intellectual and political commitment, not a “naïf” subject.
In short, several times De Marco has reported the violation of his home by one young neighbor, who was specifically named and who, as far as can be read in several of his notes, illegally entered into his home. Moreover, the same De Marco – who, though he now lives in Calabria for some time, comes from a different culture of relations with the institutions – has formally denounced – even with strong and indignant expressions, including to the Carabinieri of San Giovanni in Fiore – the alterations that occurred in his home of the food and drinks with substances which induce a dangerous overheating of the body.
In particular, in one of his notes, attached here, De Marco referred to one event that occurred in 2015 at the station of the Carabinieri of San Giovanni in Fiore. He stated that he went there to get information on the findings made by the Carabinieri with respect to his detailed complaints and that he was confronted with the presence of a psychiatrist on duty at the local Mental Health Center, who raised the need for anxiolytic drugs for the complainant. The meeting at the station, wrote De Marco, who does not speak Italian as a mother tongue, « ended with the acceptance of the proofs » which he had brought with him by the then commander of the local station, who however told him « to return the next day », but the next day « nothing was done ».
In summary, as attached to this letter, Prof. De Marco complains that the investigations resulting from his complaints produced no results, even because of a failure – according to his own understanding – from the police and magistrates to take into account the proofs provided ; indeed, the investigations were filed away as complaints against unknown despite the fact that he indicated the name of the subject he saw exiting his home.
Moreover, with request to the access to the documents – bearing the date of June 13, 1017 – addressed to the Directorate General of Cosenza, De Marco represented that the Mental Health Center has arbitrarily imputed to him a « paranoid syndrome in a delirious acute state »; De Marco underlined the fact that he had never been subjected to a specific collegial visit. It is evident, on the merits, that tertium non datur: either a commission examined him according to the established procedures, or De Marco is a victim of abuse.
At present, the situation in which Professor De Marco finds himself is of concern to the writing Member of Parliament; this situation could be fueled by a series of misunderstandings in the various interlocutions that the same has so far had at various levels; perhaps because of the language used by the same, perhaps because of the differences with respect to the procedures used in this case.
Therefore, it would be necessary to ascertain – once and for all – if someone has entered his apartment and who it was, given that De Marco has made explicit and direct references in this regard.
It would then be necessary to verify, in order to verify the episode of the psychiatrist and of the pathology that would have been diagnosed or charged to De Marco – since, as per the attachments, he asked for the professional to be removed from the list of Medical College – how the related facts took place and what interventions of its competence did the Cosenza Asp undertook. In light of the above, I ask you to take action, each according to his / her own authority, so that Prof. Paolo De Marco, an Italian citizen, be protected.

With reference to the requirements of the note dated October 23, 2018, concerning the person in question, and with the information provided by the local Carabinieri Provincial Command.
Mr. Paolo De Marco, formerly professor of international political economy, from the year 2013 presented several exposés and complaints at the Carabinieri Station of San Giovanni in Fiore for alleged violations of his domicile implemented, as reported by the person concerned, by Italian and foreign « secret services ».
The deeds formalized by Mr. De Marco were transmitted to the Public Prosecutor’s Office at the Court of Cosenza and merged into proceeding 1154/2016, facts not constituting a crime.
For completeness of information it is reported that the Carabinieri Provincial Command of Cosenza has communicated that from the facts so far emerged it does not appear that Mr. De Marco is exposed to particular risks.

Apart from the unacceptable and complicit response of the Prefecture – here attached – I did not receive any other reply. The Cosenza Public Prosecutor Office, also actively complicit, does not answer me as evidenced by my last request to the Prosecutor Dr. Spagnuolo, reproduced below.
I already had the opportunity to explain to you that we are dealing here with a rogue manipulation by Italian security services, initially under the influence of foreign intelligence services. Today, given the pure if failed cretinism of their criminal manipulations à la Zimbardo, they try to cover themselves up, in particular with the criminal forgery and active cover-up carried out by Commander Pantano and his criminal and incompetent acolyte Curcio.
At this point you will have understood that since the Cosenza Public Prosecutor Office is being criminally complicit, what is now required is the direct intervention of the President of the Council of Ministers and that of the implied ministers, in particular the ministers of Justice, of Defense, of the Interior and of Health. As you know from the documents already in your possession, all these ministers have already been informed of the case.
